PETIÇÃO-MANIFESTO

Nós, representantes da sociedade civil organizada, movimentos socioambientais, povos e comunidades tradicionais, coletivos culturais, organizações religiosas, estudantes e cidadãos de Pernambuco e de todo o Brasil, manifestamos nossa profunda preocupação e repúdio à proposta de instalação da Escola de Sargentos do Exército (ESE) na Área de Proteção Ambiental (APA) Aldeia-Beberibe — o maior e mais importante fragmento contínuo de Mata Atlântica ao norte do Rio São Francisco.

A ESE, projeto da maior escola de formação militar da América Latina e uma das maiores do mundo, ameaça mais de 200 mil árvores e cerca de 94 hectares de floresta nativa no Campo de Instrução Marechal Newton Cavalcanti (CIMNC), área vital para o equilíbrio climático e hídrico da Região Metropolitana do Recife (RMR).

Essa floresta abriga o Rio Catucá, que alimenta junto aos Rios Pilão e Botafogo, a Bacia Hidrográfica Botafogo, responsável pelo abastecimento de aproximadamente 1 milhão de pessoas. O desmatamento comprometerá a recarga de aquíferos, aumentará o risco de assoreamento e colocará em risco o abastecimento hídrico da RMR — uma questão de segurança hídrica e climática nacional.

O Fórum Socioambiental de Aldeia, apresentou estudos técnicos consistentes demonstrando a impropriedade da localização proposta e oferecendo alternativas viáveis — áreas fora dos limites da Mata do CIMNC, já degradadas por antigos canaviais, que permitem a implantação imediata da ESE sem desmatamento, sem impacto sobre mananciais e com economia de recursos públicos.
É possível conciliar o projeto militar com o compromisso do Brasil com o Desmatamento Zero.

⚠️ IMPACTOS PREVISTOS CASO A INSTALAÇÃO OCORRA NA MATA DO CIMNC

• 🌳 Desmatamento e perda de biodiversidade: aumento da fragmentação do Bioma, comprometendo corredores ecológicos e ameaçando espécies endêmicas e em extinção.
• ☀️ Impacto climático: aumento de temperatura local, formação de ilhas de calor e redução da umidade — a floresta atua como reguladora térmica e sumidouro de carbono.
• 💥 Ruído sísmico e uso de artilharia pesada: campos de treinamento com armamentos de grande calibre causam impactos acústicos e vibracionais que afugentam e matam a fauna.
• 💧 Comprometimento hídrico: perda de vegetação reduz a infiltração da água no solo, afetando o Aquífero Beberibe e a Barragem de Botafogo.
• 🏗️ Urbanização e especulação: risco de especulação e ocupação desordenada e ilegal.
• 🌾 Risco social e cultural: ameaça direta a agricultores familiares e comunidades tradicionais, como o Quilombo dos Camarás, rompendo vínculos ancestrais com o território.

🌎 EM TEMPOS DE CRISE CLIMÁTICA

Quando o Brasil se compromete com o Desmatamento Zero e com a transição ecológica, não há justificativa para destruir uma floresta em processo de regeneração natural há mais de0 80 anos para abrir espaço a qualquer empreendimento.

✊ REIVINDICAÇÕES

1. 1️⃣ Desmatamento Zero na APA Aldeia-Beberibe — nenhum corte de vegetação nativa pode ser autorizado.
2. 2️⃣ Mudança imediata do local da ESE, adotando a Alternativa Técnica proposta.
3. 3️⃣ Cumprimento integral da legislação ambiental, da Lei da Mata Atlântica, da realização de EIA/RIMA e o respeito ao Decreto Estadual nº 47.556/2019 que protege os Corredores Ecológicos.
4. 4️⃣ Reconhecimento da água e da floresta como bens públicos essenciais à vida, não passíveis de substituição por compensações.
5. 5️⃣ Transparência e controle social, com participação da sociedade civil, MPF, MPPE e órgãos ambientais em todo o processo.
6. 6️⃣ Afirmação do compromisso do Governo do Estado, Governo Federal e Exército com o futuro do planeta — fazendo da ESE um caso exemplar de desenvolvimento sustentável, sem desmatamento. 🌿

Este é um caso paradigmático: a decisão sobre a ESE poderá mostrar ao mundo que o Brasil honra seus compromissos ambientais e que a defesa nacional inclui, necessariamente, a defesa da vida.

We, representatives of organized civil society, socio-environmental movements, traditional peoples and communities, cultural collectives, religious organizations, students, and citizens of Pernambuco and throughout Brazil, express our deep concern and repudiation of the proposed installation of the Army Sergeants' School (ESE) in the Aldeia-Beberibe Environmental Protection Area (APA) — the largest and most important continuous fragment of Atlantic Forest north of the São Francisco River.

The ESE is the project for the largest military training school in Latin America and one of the largest in the world. However, its implementation, as currently proposed, involves the destruction of more than 200,000 trees and approximately 94 hectares of native forest in the Marechal Newton Cavalcanti Training Camp (CIMNC), in an area which is crucial to the climatic and hydrological balance of the Recife Metropolitan Region.

This forest shelters the Catucá River Hydrographic Basin, feeding into the Botafogo System, responsible for supplying water to approximately 1 million people. Deforestation would compromise aquifer recharge, increase the risk of siltation, and jeopardize the water supply of Recife’s Metropolitan Region. Therefore, this issue is not only an environmental one, but also a matter of national water and climate security.

The Aldeia Socio-environmental Forum, together with the Save Aldeia-Beberibe’s EPA Movement, have presented consistent technical studies demonstrating the inappropriateness of the demanded location and offering viable alternatives. The suggested areas are outside the EPA boundaries, on land already degraded by former sugarcane plantations — adjacent to the CIMNC — which allows for the immediate implementation of the ESE without deforestation, without impacting water sources, and with savings of public resources. It is, therefore, possible to reconcile the military project with Brazil's commitment to Zero Deforestation. 🌱

⚠️ The predicted impacts if the installation occurs in the EPA are extremely serious:

• 🌳 Deforestation and loss of biodiversity: suppression of 90 hectares of Atlantic Rainforest, compromising ecological corridors and threatening endemic and endangered species.
• 💥 Seismic noise and use of heavy artillery: the installation of training grounds and the use of large-caliber weapons would cause acoustic and vibrational impacts that scare away and kill fauna, jeopardising the ecological balance.
• ☀️ Climate impact: increase in local temperatures, formation of heat islands and reduction of humidity. This forest acts as a thermal regulator and as one of the main carbon sinks in the state.
• 💧 Water: such a major loss of vegetation would reduce water infiltration into the soil, jeopardising the Beberibe Aquifer and the Botafogo Dam.
• 🏗️ Urbanization and speculation: a military complex of this magnitude encourages irregular occupation and real estate pressure on protected areas.
• 🌾 Social and cultural risk: a direct threat to family farmers and traditional communities, such as the Quilombo dos Camarás, breaking an ancestral bond with the territory.

🌎 In times of climate crisis, when Brazil is internationally committed to Zero Deforestation and ecological transition, there is no justification for destroying a forest that has regenerated over 70 years to make way for any type of ‘development’ project.

✊ DEMANDS

1. 1️⃣ Zero Deforestation in the Aldeia-Beberibe Environmental Protection Area. No cutting of native vegetation can be authorised.
2. 2️⃣ Immediate relocation of the ESE Military School, adopting some of the many locational alternatives previously presented by the Aldeia Socio-environmental Forum and the Save Aldeia-Beberibe Environmental Protection Area Collective of Movements.
3. 3️⃣ Full compliance with environmental legislation, with the mandatory completion of the Environmental Impact Assessment/Environmental Impact Report and other studies prior to any decision.
4. 4️⃣ Recognition of water and forest as essential public goods for life, not replaceable by environmental ‘compensation’.
5. 5️⃣ Transparency and social control, guaranteeing the participation of civil society, the Federal Public Prosecutor's Office, and environmental agencies throughout the decision-making process.
6. 6️⃣ Affirmation of the Brazilian Government and Army's commitment to the future of the planet, making the ESE Military School an exemplary case of sustainable development without deforestation, thus prioritizing preservation of nature and respecting its regeneration stages. 🌿

This is a paradigmatic case: the decision about ESE could reveal to the entire world that Brazil honours its environmental commitments and that national defence necessarily includes the defence of life.
